Heard about this a while back on Coast to Coast. Honestly, it looks like a coyote with a horrible case of mange. Which has been known to get bad enough to remove all fur.

It's kind of sad that they really wanted to call this a chupacabra though, it really only helps to discredit the idea of cryptozoology.
