I'm going to be very brief on this description, although I think most of you know the main portion of this legend. The only reason I'm being vague is because I've started doing research on it for the Urban Legends section and don't want to spoil it. However, I am also trying to set up an overnight investigation of the area in a month or two. I'll keep you posted on that part of it.
Anyway, in December of 1847 (why does all this stuff happen in December?!? <See>, a group of spiritualists were swept into the Ohio River by a major flood. Supposedly, only 6 people survived out of the entire village. Now, spirits being seen coming out of the water and strange lights in and atop the water are just part of the legends.
The more I dig into the history of the area, the more interesting it becomes. Kind of makes me wonder why the town is as big as my living room, but cest la vie, I guess.
